Job Description:

The Orlando-Orange County Expressway Authority (OOCEA) is responsible for the construction, maintenance and operation of toll roads in Orange County, Florida, which includes the city of Orlando. The OOCEA was established by Florida Statute in 1963 for the purpose of building the SR 528 Martin B. Andersen Beachline Expressway (formerly Bee Line Expressway). Shortly thereafter, the OOCEA built the SR 408 Spessard Lindsay Holland East-West Expressway. The OOCEA now manages a 105-mile network of roads which includes large portions of a beltway around Orlando. The OOCEA system includes the Central Florida Greenway (SR 417), the Western Beltway (SR 429) and the John Land Apopka Expressway (SR 414). Planning is underway for a northern extension of State Road 429 known as the Wekiva Parkway™. The OOCEA operates an electronic toll collection system known as E-PASS, one of the first systems of its kind in the United States.

The Expressway Authority Board consists of five members. Three of the members are appointed by the governor. These members serve four-year terms and may be reappointed. The current Orange County Mayor and the District Five Secretary for the Florida Department of Transportation are ex-officio members of the Board. The Authority Board appoints an Executive Director who serves as the chief administrative officer for the Authority. The Executive Director appoints all Authority staff and manages and oversees all Authority activities. The FY 2011 OOCEA O&M budget was approximately $33.7 million. There are 58 authorized full-time equivalent Agency employees. Much of the OCCEA’s work is performed through professional service contracts. The Authority’s current bond ratings are: Standard & Poor’s A; Fitch A; and Moody’s A1.

Job requirements include graduation from an accredited college or university with a Bachelor's Degree combined with at least eight (8) years experience in the financial and operational management of a highway system to include experience overseeing all or most of the following: planning, design, construction, maintenance, operations and toll roads operations. This experience should include managing services provided directly by Authority employees as well as by employees of contractors.

A successful candidate must be a proactive manager with proven strength in the following areas: finance (both capital and operations); critical path project management; management of both direct employees and consultants; and be an effective agent for the Authority with a wide variety of critical stakeholders. A successful candidate must have political awareness and sensitivity; possess visioning, creativity and innovation skills; strong customer service focus; impeccable professional and personal ethics; and a commitment to full transparency. The successful candidate must have excellent verbal and written communications skills (including public speaking) and be a skillful negotiator.

A valid Florida's driver's license and car insurance are required. Although not required, a license by the State of Florida as a Professional Engineer would be a plus.
