Job Description:

Gwinnett County was incorporated in 1818 and is seated in Lawrenceville, Georgia. It is located 30 miles northeast of downtown Atlanta and is one of the fastest growing counties in the metropolitan Atlanta region. Gwinnett covers 437 square miles and has a current and increasingly diverse population of about 842,000. The County has an outstanding school system and excellent health care facilities. Adding to its outstanding quality of life are nearly 2,000 acres of recreational lands which include 13 parks, athletic fields, tennis centers, aquatic centers, fitness trails, playgrounds, picnic areas, pavilions and fishing lakes. A wide array of cultural, sports, shopping and dining amenities are available in the County. Housing is abundant and available in a wide diversity of price ranges, communities and architectural styles.

The County’s governing authority consists of a five-member Board of Commissioners which includes a full-time chairman elected at-large and four part-time commissioners elected within districts. All five are elected to four-year staggered terms. The County Attorney and the County Administrator are appointed by and report to the Board of Commissioners. Gwinnett County provides traditional county services such as road construction and maintenance and court-related functions, as well as typical municipal services such as police, fire, emergency medical, recreation, solid waste, and water and sewer. The County employs over 4,800 full-time employees and has an annual operating budget of $1.1 billion and a 2013 capital budget of $534 million.

The County Attorney serves at the pleasure of the Board and is responsible to serve as Gwinnett’s “corporation counsel.” This position manages the County’s Law Department which has responsibility for the direction and coordination of all County legal matters. Legal services are provided both directly by County staff and indirectly through outside counsel as appropriate. Legal clients include the Board of County Commissioners, County Administrator and all County departments including those with elected department heads. Elected departments include the Sheriff, the Clerk of the Court, the Tax Commissioner, the District Attorney, the Solicitor and various judges. The Law Department is comprised of sixteen (16) positions including nine (9) attorneys. Since 2010 the Law Department handled an average of 300 litigation matters and reviewed 725 contracts annually.

Minimum requirements include a Juris Doctorate (JD) from an accredited law school and membership in the State Bar of Georgia combined with at least ten (10) years of increasingly responsible experience in government law including significant management level experience. Must be a proven manager and leader with excellent interpersonal skills.
