Metra is the second largest commuter rail agency in the United States, serving a population base of almost 8 million people within a 3,700 square mile, six county region. Governed and funded according to the Regional Transportation Act, Metra operates under the financial oversight of the Regional Transportation Authority as one of three “Service Boards.” Metra provides services on 11 heavy rail lines, including its’ Purchase of Service carriers, the Union Pacific Railroad, the Burlington Northern Santa Fe Railroad and the Northwest Indiana Commuter Transportation District. In total, Metra operates over the most complex railroad terminal in North America.

Metra is governed by an 11-member Board of Directors comprised of representatives of the six county area. The Directors are appointed by the chief elected officials of the six-counties, the suburban Cook County Commissioners, and the Mayor of Chicago. Metra receives 55 percent of its operating funding from fares. The remainder is from state subsidies and a small regional transportation sales tax. Capital funding comes from the federal government and periodic state bond programs. Metra has approximately 2700 employees and there are 1000 employees operating under the PSA carriers. Metra functions with a FY-2013 budget of about $1 billion.

Metra's Executive Director is appointed by and serves at the pleasure of the Commuter Rail Board (Board). The Executive Director serves as Metra's chief executive officer and has responsibility to appoint, manage and retain subordinate officers and employees. The Executive Director is required, consistent with Board policy and direction, to organize the staff, allocate their functions and duties, fix their compensation and conditions of employment, and take all actions necessary to achieve Metra's purposes, fulfill its responsibilities and carry out its powers. No employment decision may be based on political considerations. The Executive Director shall have such other powers and responsibilities as the Board may determine.

Requirements: By statute, the Executive Director is required to be an "individual of proven transportation and management skills and may not be a member of the Commuter Rail Board.” The Board desires extensive executive level railroad experience, with a minimum of 10 years, from an organization comparable in size and complexity to Metra, preferably with direct management or executive management oversight of a commuter rail system serving a large metropolitan area. In addition to commuter railroad experience, the position requires impeccable professional ethics; strong and proven leadership skills; financial management strength; strategic planning skills; internal management of personnel, service delivery, project management and safety and security; excellent communications abilities with staff, Board of Directors and public agencies and groups; and a proven track record of understanding ridership growth and customer service.
