The Spartanburg Housing Authority (SHA) provides affordable housing options in vibrant neighborhoods for the citizens of the Greater Spartanburg Community. Specialty areas include Home Ownership Programs, Housing Choice Vouchers / Section 8, Tax Credit Properties, Community Support Programs, Public Housing Programs and Family Self Sufficiency Programs. The CFO is responsible to the Executive Director to properly manage the following programs: general accounting, payroll, purchasing, inventory and fiscal record keeping. This includes the review and evaluation of accounting systems and methods, the conduct of ongoing budget review and analysis, general ledger, accounting, tenant accounting and the investment of Authority funds. The CFO assists the Executive Director in the development and implementation of a fiscal plan that maximizes the funds available for the Authority’s use in accomplishing its goals and objectives. He or she provides fiscal management information to the Executive Director and other management staff. The CFO provides direct and indirect supervision to a 7-person staff consisting of professional, technical and clerical personnel.

Requires any combination of experience and education that would provide the required knowledge and abilities. A typical qualifying background would be ten (10) years of accounting/finance management experience as CFO or similar position with complete responsibility for accounting, budgeting, financial reporting, financial analysis and implementation of federal, state, and local laws, regulations and related directives. Significant experience with and understanding of Generally Accepted Accounting Principles (GAAP), audited financial statements and a working familiarity with financial applications on a computerized database. Five (5) years of supervisory experience is required. Must be a CPA. A bachelor’s degree from an accredited college or university with a major in accounting, finance or business administration is required and a Master’s Degree is strongly preferred. Must be bondable.

The job requires the ability to function in a complex and changing affordable housing or other highly regulated industry; to resolve multiple priorities in satisfaction of multiple stakeholder interests; demonstrated leadership and team building skills; demonstrated written, verbal and public presentation communications skills.

Although not required, experience with housing finance including tax credits, project based vouchers, bank financing, HUD, and other public and private sources of funding would be an advantage.
