Job Description:

Delray Beach is located in Palm Beach County. It covers 16 square miles and has an approximate current population of 65,000. Delray Beach is a full service city with a Commission-Manager form of government. Accordingly, the City Commission sets policy, approves legislation, adopts the annual budget and sets rates and fees. The City Commission appoints a City Manager who oversees the daily business of the City and is responsible for the supervision of the City departments and employees. Delray Beach department heads serve at the pleasure of the City Manager.

Delray Beach provides a full range of services including Public Safety; Parks and Recreation, Environmental Services, Community Improvements, General Administrative Services and Financial Support Services.

Environmental Services consists of six divisions: Engineering, Public Works, Public Utilities, Fleet, GIS and Construction. The Director is responsible for managing, leading and coordinating all departmental activities, programs and functions including performance monitoring, planning for future needs, establishment of departmental policies and procedures, provision of training for maintenance of technical and professional competency and recommendations for action concerning personnel issues. In addition, this function provides coordination and liaison activities with the South Central Regional Wastewater Treatment & Disposal Board (SCRWTDB) for operational activities and capital projects related to sewage treatment and disposal. SCRWTDB is jointly governed by the Cities of Delray Beach and Boynton Beach. Environmental Service functions with a current operating budget of $56.8 M and manages a capital budget of $17.1M. There are 151 FTE’s allocated to Environmental Services.

Requires graduation from an accredited four-year college or university with a Bachelor's Degree in Civil or Sanitary Engineering or a related field combined with ten (10) years of experience managing and supervising all or most of the assigned functions. Critical experience includes management of capital projects and personnel including professional, technical, administrative, skilled, and unskilled personnel. Both a Master's Degree and a PE are preferred. Proven strengths as an organizational change agent and exceptional leadership and management skills are essential.
