Job Description:

Greenville is located in the north central coastal plain region of eastern North Carolina approximately 85 miles east of Raleigh. The City covers 35 square miles and has a rapidly growing current population of 90,600 which is expected to reach more than 100,000 by 2020. Greenville is home to East Carolina University which has more than 28,000 students enrolled. The City serves as the major industrial, economic, medical and cultural center for eastern North Carolina. Residents and visitors benefit from a wide range of highly attractive quality of life amenities and a very reasonable cost of living.

The City of Greenville has earned the Silver Circle Award from the City-County Communications & Marketing Association (3CMA) in Communication or Marketing Plans for its Street and Pedestrian Transportation Improvements Bond marketing efforts (2016); both Government Finance Officers Association (GFOA) awards for Distinguished Budget Presentation Award for its biennial budget document and its Certificate of Achievement for Excellence in Financial Reporting (current) and the Carolina Association of Governmental Purchasing’s Sustained Professional Purchasing Award (2015). The Greenville Police Department is accredited by the Commission of Accreditation for Law Enforcement Agencies (CALEA).

Greenville has used the council-manager form of government since 1953. Under this form of government, a seven-member City Council is elected to two-year concurrent terms. The Council is the final authority on policy matters relating to Greenville’s government. The City Council appoints a City Manager, City Attorney and City Clerk. The City Manager is the chief administrative officer for the City and is responsible for managing day-to-day municipal operations as well as for implementing the policies established by the City Council. Greenville is a full-service municipality with approximately 750 full-time and 200 - 300 part-time employees. The City’s 2017 All Funds Budget is $131,284,309 of which $82,640,550 is the General Fund. Services provided include Financial Services, Information Technology, Human Resources, Community Development, Fire/Rescue, Police, Public Works and Recreation and Parks. Greenville has an AA credit rating from Standard & Poors and an Aa2 rating from Moody’s.

Requirements include a Bachelor’s degree in public administration, business, or the equivalent (Master’s degree preferred) and at least five years of local government management experience preferably as a Deputy City Manager or City Manager in a full-service municipal government or comparable organization. Must possess strong and proven financial and budgeting knowledge, skills and abilities. Some private sector management experience as well as experience gained in a diverse community and in a university community are pluses but are not required. Proven expertise in economic development is also a plus. Must have excellent interpersonal skills.
