Volusia County’s government operates under the Council/Manager plan. Accordingly, policy setting is the responsibility of the County Council and policy execution is the responsibility of the Council-appointed County Manager. In Volusia, the County Council consists of seven members who are elected on a non-partisan basis to serve four-year terms. Five are elected by district; the County Chair and the at-large representative are elected Countywide. The County provides a full range of services including public protection; highway, street, and other infrastructure construction and maintenance; growth management; conservation and resource management; economic development; health and human services; and recreational activities and cultural events. In addition, the County operates a water and sewer system, an international airport, a public transportation system, a parking garage, a garbage collection program and a refuse disposal system. Volusia County has a current operating budget of $768,755,651 and it employs 3,385.81 FTE’s.

The Internal Auditor performs highly responsible professional audit work in the areas of performance, operational and financial auditing. The Auditor is appointed by the County Manager and confirmed by the County Council. He or she and is responsible to and serves at the pleasure of the County Manager.

Assigned responsibilities include conducting operational, financial, compliance, and forensic audits of departments, offices, boards, agencies, contracts, grants, and any other operations or programs that fall under the responsibility of the County Council; making recommendations for improving internal controls; appraising the cost effectiveness, efficiency, and responsiveness of County programs; preparing an annual audit plan with input from County Council and County management for approval by County Council; developing and maintaining audit recommendation follow-up systems including notifying responsible parties; investigating allegations of wrongdoing, fraud, abuse, or illegal acts; coordinating the Internal Auditor's activities with the external auditors; and preparing and presenting written and oral reports for the County Manager and County Council. May supervise the work of subordinates.

Requires a Bachelor's degree in Accounting, Management, Public Administration, or related field and current certification as a Certified Public Accountant combined with and at least ten (10) years of progressively responsible governmental auditing experience, five (5) of which must have been in the area of performance, operational, compliance, or forensic auditing. Must possess and maintain a valid Florida driver's license within 30 days of appointment.

Must have a thorough knowledge of the principles, practices, methods and theories of governmental auditing standards and governmental accounting standards as well as the laws, ordinances, regulations and statues which govern audit functions.

This is a “working” auditor position which requires exceptional self-motivation and time management skills. The incumbent must be well-organized and skilled at balancing priorities. The Auditor must be aware of his or her strengths and limits and be willing to utilize outside experts depending on the workload and/or type of project. He or she must be a highly-skilled communicator both verbally and in writing, have a strong commitment to continuous quality improvement and will take more of a collaborative rather than punitive approach to this work.
