Job Description:

The City of Branson (population 7,500, 7.9 million visitors annually and growing) is located in southwest Missouri, 35 miles south of Springfield within the heart of the Ozark Hills. Branson serves as the job, service and shopping center for a two-county area with 80,000 year-round residents. Branson is surrounded by three prize-winning fishing lakes – Taneycomo, Table Rock and Bull Shoals. The City has an incorporated boundary of more than 19 square miles. Branson has become the focus of international attention as both a major development area and an entertainment and tourism Mecca. The reasons are numerous and range from the scenic natural beauty of the area to the star-studded theaters along Highway 76 with their line-up of major recording artists as well as other family oriented entertainment offerings.

Branson is a full-service municipality which, to serve its large tourism base, functions like a city of 80,000. The City’s FY 2009 total budget is $56,615,388 with a General Fund of $20,117,577. There are 326 municipal employees. Branson utilizes a council/administrator form of government. The governing body includes six aldermen and a mayor. The Board appoints a City Administrator who, in turn, appoints department heads including the Utilities Director. The Utilities Director manages the Branson Utilities Department which provides water and sewer services within and outside the City. The Department has a staff of more than 40 and operates and maintains a system containing two water treatment plants (combined capacity of 6.1 MGD), two wastewater treatment plants (combined capacity of 8.7 MGD), 34 lift stations, six active deep wells, a 5.5 million-gallon storage system, 70 miles of water mains, 4,369 water meters, 24 pressure reducing valves, 617 fire hydrants, 166 miles of sewer lines, 34 sewer pump stations and 4,809 manholes.

The Utilities Director represents, advises and assists the City Administrator and Board of Aldermen in all Utility matters. Specific responsibilities include determining overall departmental organization, mission, core services and allocation of financial, human and capital resources; developing and managing short and long-term department goals and priorities; coordinating Utilities capital projects with the City Engineer; hiring, directing and evaluating departmental staff; preparing and administering annual capital and operating budgets; serving as primary City liaison with a variety of outside local, state and federal agencies; measuring and evaluating organizational effectiveness and employee performance and all other expected and typical functions including capital resources and facilities management, technology use and management, vehicles and equipment utilization and all administration and record-keeping.

Requirements include training or experience equivalent to a Bachelor’s Degree in business or public administration, science, biology or chemistry combined with a minimum of five years managerial, administrative and professional experience in municipal water and sewer utility programs comparable to Branson. The ideal candidate will have a thorough and current knowledge of municipal utility infrastructure and operations particularly water and wastewater treatment and water distribution, and sewer collection systems.

Also requires a Class “A” Missouri Water License, a Class “A” Missouri Wastewater License and a DS “3” Missouri Water Distribution License. The selected applicant must either possess or obtain the required licenses within six months of hire date.
